This method of tax collection will be in consonance with the Presumptive Tax Regime as enunciated in Section 36 (6) of Personal Income Tax (Amendment) Act, 2011 which states as follows: “Notwithstanding any of the provisions of this Act, where for all practical purposes the income of the tax payer cannot be ascertained or records are not kept in such a manner as would enable proper assessment of income, then such a taxpayer shall be assessed on such terms and conditions as would be prescribed by the Minister in regulations by order of gazette under a Presumptive Tax Regime”.
”. In furtherance of the above, Part IV of the Presumptive Tax Regulations, 2015 empowers relevant Tax Authorities to prescribe the mode and procedure for the payment of tax. Since according to Section 43 of the Act “A person whose only source of income in any year of assessment in employment in which he earns N30,000 or less is exempted from filling a tax return” Hence there is an economic justification of this system since it will also be rightly assumed that anybody that earns N30,000 or less per annum will not be able to afford a phone let alone maintaining it. In reality donating N10 daily as alms to beggars in our society will not pose any financial challenge to them not to talk of the giver of the alms regardless of whatever prevalent economic situation. Above all, tax is compulsory, it is a duty, it’s the law and it pays to pay tax
